How to fix Error: “Unable to Complete Cellular Plan Change”

Unable to Complete Cellular Plan Change. Your cellular plan could not be set up. Try again later.
This error typically appears when your device is compatible with the eSIM plan, but cannot successfully connect to the activation server to verify or download the eSIM.
If the plan is not already installed, the most effective solution is to move to an area with a more stable Internet connection.
Common Causes & Solutions
1. No Internet connection during activation
An active Internet connection (Wi-Fi or mobile data) is required to install and authenticate the eSIM profile. Please ensure you can browse the Internet (e.g., open Safari/Chrome and visit a webpage).
Solution:
- Connect to a reliable Wi-Fi network, or
- Enable Mobile Data, then retry activation.
2. The eSIM may already be installed
Each eSIM activation code can be used up to 3 times on the same device, and it may have installed successfully in the background.
To check:
- Open Settings
- Tap Cellular (or Mobile Data)
- Look under Mobile Data Plans
If you see your plan listed, the eSIM is already installed and no further activation is needed.
3. Too many eSIMs installed on your device
Some iPhones may experience issues if many eSIM profiles have been installed over time.
Solution: If you have several unused eSIMs, remove one or more:
- Go to Settings > Cellular
- Tap an old or unused eSIM plan
- Select Delete eSIM
- Try the activation again
